As governor Toussaint engaged the United States in diplomatic relations as early as November 1798. He forged trade agreements with President John Adams that held until Thomas Jefferson, Adams's successor, cut off all official American relations with Haiti. Prior to that action, Toussaint sent this document to Lear (1762-1816), the American agent of commerce in Haiti and a former aide to George Washington.
