Lincoln's preliminary Proclamation of 22 September 1862 makes no mention of arming blacks as soldiers. After Lincoln signed the final Emancipation Proclamation of 1 January 1863, he acknowledged his debt to Livermore by sending him, via Sumner, the pen he used to sign it.
